Look for any binding at any point along the govenor linkages. Did you get the tractor going after it sat for awhile and did the governor ever work? You may want to open the governor housing up (don't know what tractor you have) and clean and lubricate it real well, making sure all moving parts are free. Your tractor has a governor spring, too. A bad one turned out to be my problem. Chris
