The steering on a F460 is mechanical with hydraulic assist. When you say you can't get it to steer do you mean you can turn the steering wheel but the wheels won't move or things are so tight that you can not turn the steering wheel?
If the steering wheel turn free without steering the most likely problem is worn out splines on the shaft and yoke at the front end. If the steering is frozen so that you can not turn the steering wheel then you have problems in either the front steering gear or the front axle assembly.
