Your problem is simple, old-fashioned rust. Something somewhere in the steering system has rusted up. My first guess would be the bushing immediately behind the steering wheel, as that is the part most exposed to the weather.
Don't bother with the hydraulic assist idea. All you're going to do is break something.
If you can't lift the front end of the tractor with the loader and push it into the shop, then unbolt the steering arm from the bolster so you can manually turn the wheels. You could also disconnect the tie rods if that would be easier. Take a piece of pipe or some bar stock and make a temporary tie rod to keep the two wheels going in the same direction. Just drill holes in the ends and bolt them to the steering arms where the tie rods were connected.
Once you get it into the shop you can figure out why it won't steer.
