Everyone has there own set of "what to do" on a rescue tractor. I've done a couple and here is what I do:
Drain the fuel tank and make sure it is clean. Pull off the sediment bowl and carb and clean both. Put cleaned carb into soak. I just go ahead and put kits in the carb and ignition system. Check all the wiring. If it's on six volts you gotta clean all the connections and make sure you have good wires AND the battery cables all the way to starter are HD (not hi def). Get all that done and check for fuel flow at the carb drain and check for spark. All this assuming it is not stuck. Stuck tractors are still out of my league. :-)
