I don't think that hand pumps and torque generators like Behlen and Charlynn are used in the same system. I have a forklift and a 780 Case backhoe with hand pumps and hydraulic cylinder actuators. Never had a problem with the steering on either one.
If the hydraulic pressure is OK, one would need to replace either the hand pump or cylinder. Seems like $100 would buy either one at a salvage yard.
