No. The 180* advice is off. The quarter-turn, 90* is more to the point. A motor will come to rest when fuel/power is cut off and it will kind of settle when the last compression stroke not being driven by a combustion stroke on another piston wil provide enough resistance to stop everything. That is what tends to leave the ring gear resting in one of four general (not exact) positions that will take the most wear when the starter is next engaged. Soa a 180* turns won't gain you as much as a 90* turn.
But if you're going to heat it up to turn it 90*, you might as well take it off and turn it over. Depending on how bad it was chewed up on the original surface, it may take some dressing with a file or grinder so that the new side presesnts itself as square, but that's about it.
The faces on the ring gear are square. The bevel on the starter pinion are designed to synch and make the mesh.
