If you look in Column I of the tire twbles and go down to 9.00, and follow across, Column II makes it an 11, the nomenclature is consistent and it may be your tires came out of the transition/overlap period when they might have marked them with both.
Following across to Column III, it equates to todays 12.4, which is an awfully wide tire to get onto and, once on, to hold onto a 7" rim. If it's a problem, it's usually that the bead of the tire is deformed from being pinched so and may cause the tire to slip on the rim when working hard.
