I have to agree with Bill and partially with TXFarmallH. If you do use the torch, replace the bolts with new ones. The heat can cause the bolts/nuts to lose their temper and not hold properly. Replace everything, bolts, nuts and washers with new hardware, THEN use the neversieze on them and they will hold properly and come off easily when you need to remove them again in 15 years.
