The way I do it is to remove the grill, remove the sector gear cover then jack the front end up high enough for the bolster shaft to come out the bottom of the bolster housing. After you have the front end jacked up you can remove the front wheel assembly from the bolster shaft. Then remove the sector gear. Be careful, the shaft will drop out the bottom. There are 2 bushings in the housing and a bearing in the bottom of the shaft.
I just drive the bushings out with a long bar. When you put the new lower bushing back in make sure you have the grease hole lined up with the grease fitting in the bolster housing.

has a raised head. This prevents the wheels from turning 360 degrees. Be sure to put the bolt back in the proper location.
