It's running lean, choke solves that. SO you have to chase that down. I'd start with the carb. The fact that adjusting the load jet doesn't affect the running. That's an indication that you have internal blockage, or not enough fuel in the carb. Double and triple check the discharge nozzle port and the main metering ports. Who's doing the carb rebuilds? What kit and what procedure. It's not rocket science but I did my first Stromberg 97's (triple setup) way back in 1955 as a teenager and I still consider myself in the learning stage. et a pro to do the carb.
