I had this same problem a couple weeks ago on an H I was working on. Started out with a good tune up on the tractor before painting and it wouldn't run. Only way to keep it going was choking like you mention. Ended up going through the carb twice and solved the problem. Had a piece of fuzz in the jet.
Go through the carb and clean everything out very well and blow it all dry.
