There have been some good discussion on adjusting IPTO bands.
Here is a link to one of them.
It's really pretty easy but you have to follow the directions.
I found that the most important thing in the adjustment procedure is to take all slop out of the linkage or much as possible using washers, spacers, bushings or whatever and tighten mounting bolts and nuts.
