Those PTOs have planetary gears in them. The gears are turning whether it is in the engaged position or the released position. Some of the gears are turning faster while in the released position than in the engaged position so the noise is less with the PTO engaged. The use of a seasonal disconnect is the only way to keep the gears unit from turning inside the PTO.
