I am going throught the same issue now. In my case I have good throttle control and response is good,it is just not in time with the square tooth throttle control on the steering column. Basically I had to pull the lever towards me about 1" past the slots to get full power and when I went for low throttle I still had about an inch. The 1st adjustment I did was on the mechanism that is just above and next to the exhaust manifold. That got me closer. The next adjustment was in the top of the governor. Remove the small plate that has the breather tube going to it. There is a cotter key and pin that has to be removed. That connects the governor to the shaft that goes to the carb. Loosen the set screw and adjust the yoke until you have it at the appropriate location. Also make sure that all the linkage is greased up and not binding. I had that issue early on. Hope that helps.
