Like others have said, make sure the linkage on top of cyl head is installed correctly. Easy to get it bassakwards. If that checks out, don't over look a bent steering post, this happens quite frequently. I have also seen where someone has welded in an extra chunk in linkage to gain full throttle with worn out parts.
