Terry, I have a W-D 9 and my depompression lever has to be pulled up to start. An easy way to tell is to listen when you pull it up then push it down. When the valves close you will hear them snap closed. an easy way to tell is to open the drain plug in the carb. when the decompression is in the right position you will get gas to run out of it. when it's running on diesel the float will be held closed. When I start mine I pull the decompression lever up, pull the throttle all the way up so it dosen't let the diesel to the injectors. Once started let it run a minute or so to let the head warm up, then pull the decompressiom lever dowm, while at the same time pulling the throttle lever down to let the fuel pump get fuel to the injectors. This works for me, Just make sure to let it cool down a few minutes before shutting it off if you were pulling it. Doug
