Exactly, 3rd gear is paired with 2nd in the transmission. You couldn't replace 4th and effect 3rd as well. For the record, 4th is tied in with 5th, but you can't go any faster in 5th bc it is already direct drive.
I have included a picture of the gears off my H, but they are the same. 4th/5th is on the far left and 3rd/4th is the next one over.
I would personally do it. My old timer neighbor said they would plow in 4th all the time on their M and 3rd or 4th on their Super. If it has the M&W/Super guts it really wouldn't be a problem. If it is only a light duty tractor it would be even better.
