Your question seems to indicate that you have a leak of fuel into the pump sump. Maybe I am not reading you correctly. Anyway, I can say this that if you have the model B series pump on your 450 with out the scavenging pump (or maybe it is the A series also) that there is an 0-ring inside that does not normally come in the repair kits for them pumps. Couple of years ago I took a pump in to D K Diesel in Watertown S.D. for a customer. It still filled sump with fuel after they repaired it. They inturn got ahold of the "old guy" that used to repair them and he informed them of this so after a return trip and tear down they got it repaired. I used to do a lot of adjusting and minor repairs on those pumps but never did the complete rebuild. A complete tear down is very costly though.
