Well, you're getting out of my area of expertise. I will say that the system is open center, so assuming the valves are centering properly, the selectors are one way or the other and not stuck in the middle, and the pressure relief is working properly, you have a problem with the pump or passages.
I don't know which way the selectors need to be in your application. You ought to an owners manual for that and also you need to understand what type of loader you have. If everything was working before you swapped pumps and not working afterwards, maybe that's the problem.
Is the power steering working OK? It's a separate pump using the same hydraulic reservior and filter.
