is this the first time you've tried to use the pto? like others have said, hyd oil could be low. if it was run that way with a load, the clutch pack is probably smoked.
another common problem is the tiny pin in the control valve spool. if you disconnect the external linkage, try lifting the control valve out the top of the pto housing. if you can pull it out, that's the problem. the spool is a 2 piece thing that is supposed to go out the bottom. to do that you either have to pull the pto or the hitch parts that are in the way. the pin is a couple bucks from the IH dealer.
