There are three things that could be going bad here. The first is that the bushings in the starter are gone bad, there are two one in the front cone and one in the back drive plate. The second thing that could be the problem is starter bendix is going/gone and or stuck and full of old grease and dirt. It also could have a worn out bendix gear, the gear that locks into the ring gear to start. Or it could be a combo of the both bad bushings and bendix. The third is the ring gear on the flywheel is worn out. What i would do is pull the starter off and clean the bendix groves out very well, it is on a sprial. At the same time check the starter for slop in the bendix (wiggle it back and forth to check for play). Also check the ring gear to see if the teeth look like they are smashed or broken.
