Jim, Testing this is simple. Run the engine until it begins to sputter. Disconnect the condenser and see if the sputtering continues. If not, the problem is most likely fuel delivery. Check the sediment bowl for rust flakes. If they are present, add a fuel filter to keep them out of the carb, clean the carb well and then clean out the fuel tank. This will correct the problem for a brief while. To permanently correct it, clean out the loose flakes inside the tank, then add about 1/3 tank of water and a length of chain like what is used on swings. Slosh this around until no more rust flakes come off. Then, use a phosphoric acid wash to neutralize the remaining surface rust, flush the tank well with water and some denatured alcohol. Dry the tank thoroughly and seal it with a gas tank sealer available from most motorcycle shops. The sealer kits are available from several sources and I'm sure others will post their favorites. Phil
