YOu may have something else going on, but CNKS's advice is good. The 113/123 motors like yours won't take much more than a turn or two fully choked, and not too many more at half choke before they start dripping.
Try giving her two or three turns at full choke and then open it up before cranking any more. If that doesn' tdo it, you might try a few more turns at half choke before o-peing itup again, before you start looking for something else.

What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?").
