I believe the steering on a Cub is like my A, and, if so, mine got stiff when it sat out alot in the rain. I discovered water in the steering gear box that caused rusting inside. Once I cleaned it up and got th water out and kept it out, it steers fine. I did all the things mentioned by others here first and finally pulled the plugs on the gear box and red water ran out, telling me I had an issue to deal with. hope this helps.
