That there be on of them fancy do hickey thing a ma jigs made for people like you to ask question about. See and it works just fine doesn't it?? LOL. In some ways it looks like a heavy duty Oliver type hyd cylinder mount. Oliver had a mount made from pressed steel that looks close to that so it could be just that or a mount for an umbrella or some sort of mount for a pipe that held cultivators etc. Just a few guess but I think the first guess is the best LOL
