The best way to use a one way cyl on a 706 is to hook up so cyl raises when you move aux valve lever forward and to lower put in into float, that is push lever all the way forward , it will latch there, then to raise just pull it rear out of float. This will of course give you full lower position so if this is not acceptable you will have to put lever in neutral position to stop cyl from going all the way. It will work hooked up to raise by pulling lever back but then you will have to hold lever to lower unless you go all the way through into float. There is no setting like on the 560.
