That's a little agressive, in my opinion. The offer was not accepted when made or he would own the tractor. To me, an offer not accepted when made only remains valid if I specify a time frame that it remains open. NO ONE is obligated to honor an offer for an unspecified time. It all depends on how the OP made his original offer and what happened after it was not accepted.
