I think he is incorrect.
I finally got the ambition to look it up. The parts diagram does not show a break for that item, but does show a break when they upgraded the bowl from metal to glass. Here are your p/n's
14 1 49653DC STRAINER/Retired FUEL STRAINER WITH 2 NUTS, 29899D (S/N 501 to 50865)
14 1 358245R91 STRAINER ASSY. FUEL STRAINER WITH NUT, 29899D (Will work for 51066DCX) (Gasoline)

Here is what the book says for the little tank. He may be on to something since they switched to a different needle valve, but there is only a needle valve, no strainer, from day 501.
17 1 49654DX FUEL TANK NEEDLE VALVE WITH NUT 29899D (Distillate or kerosene) (S/N 501 to 15743)

17 1 55474D GASOLINE OR FUEL TANK NEEDLE VALVE (Distillate or kerosene) (S/N 15744 up)
The fuel lines all say from gas tank to stainer as well. The upgrade to overcome vapor lock from corn picker is peculiar.

Originally the company was called the Cleveland Motor Plow Company which began in 1912, then the Cleveland Tractor Company (1917) and finally Cletrac.
