Chris how old are the battery cables? Take a jumper cable and hook it up on the starter post then tap the post that has the cable going to the starter switch and see if the starter will turn. You will get some sparks. You didn't mention whether it was positive or negative ground but the starter won't care anyway. If the starter cranks then I would suspect the cable from the starter switch to the starter is shot. Oh and CONGRATULATIONS on getting your Grandpa's Tractor!!!
