I was thinking more like manifold vacuum leak. It will cause it to run lean and give no power but still could cause the slow idle response due to sucking air after the butterfly and still getting fuel.
I recently had some similar troubles with an H and an M with manifold leaks.
I can always be wrong but I don't think its in the governor.
