Those are the rear gangs. They mount on the back of the tractor using the same studs as the drawbar. It looks like there is some sort of potato plow or row making shoe on the cultivator standard. There should be two gang assemblies to mount onto the rear of the tractor. The one pictured goes on the right rear so the bar curls around the tire and there should be one for the left rear that is the opposite shape. The bracket 3/4 of the way down the bar is where the rear lift rod attaches to with a hook. It then goes to the rear rockshaft behind the seat. There are two ways it can connect. Some have a bar going across the rear rockshaft and the lift rod has a part with a roughly 1" hole to slide on to the bar. A cotter pin is then put on each side of the lift rod to hold it in place. The other setup uses a piece on the lift rod that has a stud which goes through one of the holes of the rockshaft and a cotter pit is put through the stud so it doesn't slide back out. I hope I haven't confused you. If you go back to the CaseIH website, the first way of attaching the rear lift rods is listed under L-14 and the second way is shown under L-20(A).
