I am assuming you have the housing off the tractor. First you have to take the gear off the shaft, remove the woodruff key from the shaft, then the shaft should drive/press out of the bearings. It's been a while since I did one, but I remember the gear fought me long and hard. It is very difficult to get a puller to take hold of the gear.
