You've got one chance to buy that tractor if you really want it. Offer too little and she'll boot you out the door. Many of these old farm wives are pretty savvy on this kind of stuff, and don't forget that tractor represents a lifetime of work. She may not have any idea what it's worth, but she may "know" its worth more than $500.
See if she'll let you check the tractor over and try to start it. Bring a 12V battery and a compression checker. The carburetor is probably gummed up and will need a cleaning for it to run, but there's very little that can destroy a carburetor beyond repair. Same goes for the ignition system. What's important is if the engine makes good compression.
I would be a little more generous in my offer if all indications are that it'd be a runner with an oil change and a tuneup.

Today's Featured Article - Oil Bath Air Filters - by Chris Pratt. Some of us grew up thinking that an air filter was a paper thing that allowed air to pass while trapping dirt particles of a particles of a certain size. What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
