A lot of these tractors flood very easily in colder weather. What is the temperature where you are? A problem like you describe would concern me if the temperature was warm but would sound pretty typical for a cold start on a cold day...especially if the person starting were a little inexperienced with the tractor. I have a Ford on the drive and I can look at the thermometer and tell you almost to the crank how long it will take to start and how I will have to do it. I am assuming it isn't just sitting there leaking without being cranked, right? Very fixable but not enough info.
