start with easy first: answer to 2nd question is yes. answer to 1st question is i am thinking the same as you. because these engines only ran about 1100rpm. was thinkin may be the shaft might be twisted, but not sure. answer to question 3: this is correct as at idle the butterfly is almost closed and is held from closing with the screw in 2nd question . otherwise if it closed completely tractor would stall.
