1-fuel supply, check to make sure you have good flow to carb.
2- spark at plugs / check plugs are they wet?
3- make sure timing is right
4- has to run,if all above is correct.
I have had a similar situation as yours, and yes it turned out to be a timing issue, turned out to be a mess of problems, previous owner had governor gear mark not mated with idler gear, I confirmed this by finding top dead center, removed dist cap, and rotor was pointing at no nipple. it would not fire. just for thought, crazy things can happen, Jim
