Isn't 1x3 the large prongs? If so, it isn't a "C" anything. It is for a larger tractor. I can't imagine trying to shave 1/2 inch off the prongs to make them fit small sockets. I suppose someone has done it.
I don't think the hitch looks like the type that had the big cushion spring, probably nothing missing. Hard to tell from that quality of a picture.
