Your having flow divider valve issues. The best way to fix it is to drive a Ford power steering pump off the front belt drive and plumb it to the motor. You can hid them up under the hood and you wont be able to see it. That way you can keep the original look of the tractor if that is a concern. I have 2 450s and a 400 and it works great. I used Ford PS pumps off of cars from the early 70s. After that you can steer them with one finger. That flow divider valve is not one of IHs better ideas. I am not actuall sure how to fix the flow divider valve per say. I hope this helps.
