The primary friction element is between the two surfaces. When new ours had (remember this is remembering) a square shanked round headed carrage bolt up from the bottom through the center, this bolt was ~ 1.5" long and had a small diameter heavy wt spring over it. on the spring top was a cup shaped washer with edges turned down. to keep the spring straight. A smaller washer and and castile nut (cotter pin grooves on top) was used to tighten the spring. Two holse in the bolt kept the cotter and provided adjustment. It had a fiber disk in it when new, (like conveyer belting) but we eventually replaced it when it went "away" with leather. Jim
