Hi, the fuel tanks on the 74 series tractors are known for clogging at the outlet at the bottom of the tank. First make sure you have good fuel flow out of the fuel tank, with a clean buket take the fuel line off at the top of the first fuel filter and let it run into the bucket. The fuel should flow the full of the fuel line pipe if it dosen't then there is a problem back in the tank. Sometimes blowing compressed air into the fuel line from the tank will temporarily fix the problem. If you have good fuel flow, then reconnect fuel line. now loosen bleed screw on top of first fuel filter and let fuel flow until no air bubbles, then repeat for next fuel filter.
Next, with STOP/START/RUN lever in START position and throttle half way open crank engine with starter, DO NOT use ethter or crank enginge for more than 30 to 45 seconds at a time or starter will overheat. Wait a minute or two between starter attempts. If you have an air compressor with an air gun attachment, put the air gun in the fuel tank filler hole and take a clean cloth and seal around the filler hole and slightly pressurize the fuel tank and then try cranking the engine. If all that fails you will have to loosen one of the injector lines at the back of the fuel injection pump and then crank the engine. BE CAREFUL of the high pressure Diesel fuel from the injector line as it can penetrate your skin and cause serious harm.
If all that dosen't work then I would be checking the fuel line that comes across the front of the engine or the fuel from last filter to the injection pump. There is no electrical solenoid on the injection pump. The injection pump is direct drive from timing gear.
