Al, Gas or diesel? If it is a gas pull the hose off the carb and be sure the butterfly completely closes. Adjust linkage if necessary. If it is diesel, do you put the "run/shut-off" lever in the start position? If you are not familiar with this position, look at the side of the injection pump where the cable attaches to the lever. There should be a small plunger that will push the lever just back from the full stop position. With the lever in this position, extra fuel is delivered to the engine for starting purpose and short warm-up only. Hope this helps.
