Well first things first. IF it has a hand crank on the front under the grill see if it will turn over.
If it does not have a hand crank Put one hand on the fan belt to make it tight and then spin the fan over and see if the engine will turn over.
IF NOT. you can hook a battery up and try pulling the starter handle quickly. If the engine doesnt turn over let go.
Sence it does not run, I would remove the sparkplugs and spray some PB blaster Into each hole, Just for good measure and that way the piston rings will be somewhat lubricated.
Make sure no one is behind or infront of the tractor, Dont assume the clutch works and make sure its in neutral first. Keep that choke lever handy when starting just incase the engine races and you cant control it or the tractor just takes off.
