I suppose it's because they either do not know how to fix it themselves or lack the facilities to do so, or both. They check the labor plus parts at a dealer and get scared. At any rate they are overwhelmed.
Not to mention there are some people we really do not want to try to take a tractor apart, let alone check the oil.
