The spacer may be tacked in place. It shouldn't be fully welded.
Those are double-bevel rims. Your M requires drop-center rims, but I figure you've realized that by now. These new rims won't mount on the M wheels.
Your tab idea may work, but I don't think it's ever been done. I would weld on U-shaped tabs like you see on the larger tractors to maximize contact area between the tabs and rim.
You will need to remove the tires and tubes from the rims to weld, or you will pop the tubes. So, unless the M's current rims are shot, you will be best off transferring the tires to the correct rims.
