The number 18 in parts manual is an o-ring dust seal goes in groove on nozzle body, 19 is steel gasket, if you had pre cup out one would go under cup and other would go between cup and nozzle. If you don't have the pre cups out make sure no washer is left on top of cup. The reason these injection nozzles are hard to get out is that these gaskets leak that is why one should always replace both when injection nozzles are replaced. Some anti sieze on body will help then not get stuck also. If cup is free in head make sure it stays oriented with up side to top so hole aligns properly with head.
