I'd start with a gas problem. Remove the carb drain plug or the fuel line and run gas into a gas can/bucket for 5 minutes. May need a hose or funnel. You should have a good solid flow that doesn't stop. These carbs don't have an accellator pump like on cars so they need a big gulp of gas when the load applies. Those old tractors have rusty gas tank problems that choke off the fuel flow on high demand.
