If your lights haven't been used for a while, try to clean off the coiled resistor on the back of the light switch as best you can (careful, it's delicate). When you first test the lights at the "DIM" switch setting, the resistor will heat up and produce a little smoke as it burns off whatever dirt is still on it. You can tell it's O.K., though, because it won't smell like hot bakelite or burning plastic insulation; it will smell like ... well ... like hot dirt! The smoke should stop within a minute or so.
I would recommend a little gentle cleaning with a soft toothbrush, followed by a puff or two of compressed air. You'll probably still get a little smoke, but not as much.
