Remove the carb, completely disassemble, soak in real carb cleaner overnight, blow out all ports with compressed air, and put an IH kit in it. The kit should include the drip hole parts, but I am not sure, CaseIH can get them. Initial settings are 2.5-3.0 for the main jet and 1-1.5 for the idle mixture. With the engine hot, set the idle speed screw and idle mixture screws so that it idles smoothly. At wide open throttle turn the main jet screw in until the engine stumbles, then out until smooth plus maybe a quarter turn more. Retard the throttle and rapidly advance. If the engine does not accelerate smoothly, repeat the adjustments. That should do it unless your carb is extremely corroded.
