I have never done anything with a 404, so I'm just working from the parts drawings. It seems to be the same as a 240, which I have been around some. I'm sure that both of the brackets were designed to simply use existing bolts rather than require and specific machining of the housings. I think the forward bracket (#13) is attached using either a bolt that holds the bell housing to the block or a bolt that holds the lower clutch housing cover onto the front of the bell housing. The size of the hole in the bracket should clue you as to which place.
Part #17 is just like the typical IH muffler clamps except that it has an extended end with an additional hole. It is attached using one of the bolts that holds the brake housing. Note that the Parts Catalog calls out 2 bolts for part #17, 3/8 x 1 1/4 (with nut) and 7/16 x 3 3 /4. The 3/8 bolt clamps it to the muffler. The 7/16 has to bolt the clamp to the tractor. If you look at the brakes page, you see the hardware callout for the brake housing is "SCREW, 7/16-14 x 3-1/2" cap 10 used Farmall Tractors 9 used International Tractors ". Clearly the 7/16 bolt called out with the muffler bracket replaces one of the brake bolts and the extra 1/4 length is to compensate for the thickness of the bracket.
A Parts Catalog is a pretty useful reference, but you have to dig a little.
