This is a very small field harrow. One way to it would be to kill weeds in a garden before planting.
Several weeks before planting go over the garden and kill the thousands of weed seeds that have germinated making sure not to go too deep. Let more seeds germinate and then do it again. Every time it is used it would kill thousands of weed seeds in the top two or three inches of soil.
If you do this every year and keep the edges of the garden mowed so you don't get a lot of new weed seeds into your garden you can reduce the weeds in your garden over time to the point where you have very few weeds.
